Rudolf Hommes

Rudolf Hommes is one of CAP’s founding partners and has been working with the firm since September 2003. From 1996 to 2003 he was partner and director of Violy, Byorum & Partners, where he led transactions in the Andean Region from his Bogota’s office. While he was at VB&P, Dr. Hommes originated and executed transactions for over US$ 4,000 millions in the telecommunication, manufacture, food and finance sectors.

During the 2002 Colombian presidential campaign he was advisor of Álvaro Uribe Vélez and the coordinator of the Government Transition Team. Until mid 2004 he continued to collaborate with Uribe as private advisor of the President of Colombia in economic and finance policy; Turing that period he worked in the first stage of the negotiation process of the free trade agreement with the United States.

As Minister of Finance of Colombia during the Gaviria Administration (1990 – 1994). During that period, he was responsible for the Colombian economy and led the economic reform that opened and restructured the economy in Colombia. As Minister of Finance he was also President of the Board of Directors of the Central Bank (Banco de la República), President of the Group of 24 and President of the Development Committee of the World Bank.

Dr. Hommes led the privatization of Banco de Colombia and other state owned banks and the restructuring of the banking system. Was responsible of the design and implementation of the Colombian cellular phone public bid which generated revenues to the country of over US$ 1,000 millions. He negotiated the restructuring of the Colombian public debt with the international banking community.

Since 1997, Dr. Hommes writes two weekly columns for recognized Colombian newspapers.

From 1995 to 1997 Dr. Hommes was President of the Universidad de Los Andes, a higher education leading institution in Colombia. He also acted as member of the advisory board of the Vicepresident of Latin America of the World Bank (1994 – 2000).

Dr. Hommes was Advisor of the Colombian Central Bank (Banco de La República) from 1986 a 1987, where he was responsible to establish the agenda and provide technical advice in monetary and financial decisions. He was part of the reorganization of the Banco de Colombia and the re-privatization of Banco de Bogota.

Dr. Hommes has a Ph.D. in Business Administration from University of Massachusetts, a Master Administration from California State University (Sacramento) and a B.S. in Industrial Administration from the same university.
